RECS
HEG 2 APR 18
Supreme Court, Hongkong,
28th. December, 1917.
In pursuance of my letter of 6th. September I have
by letter of yesterday's date addressed Your Excellency further on the subject of the proposal relating to the extension of the jurisdiction of the Summary Court.
I have the honour now to offer some observations
on the suggestions contained in a memorandum of the Attorney- -General and in a letter of the Incorporated Law Society forwarded with Your Excellency's letter of the 4th. September.
2.
The proposal as to a Short Cause List follows on the system recently established in England, and is suggested as an alternative to increasing the jurisdiction of the Sunmry Court. I have, for reasons already given, protested that no sufficient cause has been shown for refusing to extend that jurisdiction; and this subject should therefore await the con- -clusions at which Your Excellency may arrive on that point.

Such a Rule will not however interfere with the proposed ex- -tendon of the Summary Court jurisdiction. The brevity of the issues concerned does not necessarily depend on the mount in dispute, although probably the majority of cases suitable for the Short Cause List would involve suns of less than 85,000.
3.
The suggestion contained in paragraph 7 of the letter of the Law Society is exactly the course which I had
His Excellency
Sir Henry May, K.C...G.
Governor.
